Investment Program

The Company is planning the construction of new generation facilities worth a total of 75,209 RUR mln (excl. VAT) which will increase installed electricity generating capacities of OGK-2 by 1500 MW. Besides the investment program there is a modernization program on technical re-equipping and reconstruction which includes measures on maintenance of operating capacities of production facilities, replacement of outdated equipment, extension of service lives of buildings and constructions. These activities will provide the increase of fuel efficiency, reliability and maneuverability of machinery and equipment, which will improve work conditions for stations’ employees, and extension of the service life of existing generation capacities, which will reduce operational costs and outages for services and repairs.

Commissioning of profitable capacities in areas with shortages of electric energy

In the Urals UES and South UES the Company is planning the construction of new generation facilities worth a total of RR 77,736m (inc. VAT) which are expected to boost installed electricity generating capacities at Troitskaya TPP and Stavropolskaya TPP by 1320MW and 800MW, respectively. RAO UES of Russia data suggest that United Energy Systems of the Urals and the South have over the past few years shown a substantial increase in electric energy consumption.

In addition, the Company, with due account for the necessary corporate approvals, is contemplating the installation of new power units at the Serovskaya TPP totaling 660MW. The new units are envisaged to incorporate state of the art technologies. The Company hopes that these will provide for increased fuel efficiency, reliability and maneuverability of machinery and equipment, and extend the service life of existing generation capacities, which will bring down operational costs and reduce outages for service and repairs.

In line with the energy market liberalization plan, the entire volume of production and consumption of electric energy in excess of the Federal Tariffs Service balance forecast for 2007, as well as the electric energy output and capacities of new power units commissioned after 2007, may be sold at market rates and will not be subject to tariff regulation. Prices of electric energy on the free market are normally higher than the set tariff. For instance, the mean price of electric energy sold by Surgutskaya TPP-1 in 1H 2007 exceeded the set tariff by 53.2%. The Company expects the commissioning of new generating capacities to expand and affirm its presence on the free market.
